Small Business Administration Economic Injury Disaster Declaration Information

The Economic Injury Worksheet (EIW) is being sent to local jurisdictions (available below) for distribution to small businesses and Private Non-profit organizations (PNPs) that have sustained substantial economic injury as a result of COVID-19.  Small businesses and PNPs must be able to demonstrate that they are unable to meet obligations or pay ordinary or necessary operating expenses by completing the EIW.  It is very important that the “Estimated Adverse Economic Impact” section of the form is completed in its entirety.  The “brief explanation” field should also include comments that state that “the economic impact is directly related to COVID-19.”  As a note, the contiguous counties rule also applies to Economic Injury Disaster Loans (EIDLs).

The  TDEM Region 1 process for distributing, collecting, and submitting the Economic Injury Worksheets (EIW) is as follows:

  1. District Coordinators (DCs) send EIW to local jurisdictions
  2. Local jurisdictions send EIW to small businesses and PNPs
  3. PNPs and small businesses return EIWs to local jurisdictions
  4. Local jurisdictions return EIWs to DCs
  5. DCs send EIWs to Regional Unit Chief for Recovery
  6. Regional Unit Chief for Recovery submits EIWs to TDEM Recovery and Regional Assistant Chief
