The City of Mineral Wells, Texas (the “City”) is soliciting sealed applications from eligible and qualified financial institutions, to provide primary depository bank services. The initial contract period will begin July 1, 2018 and end June 30, 2020. At the option of the City, the contract may be extended for three (3) additional 12-month periods under the same terms and conditions.

Sealed applications will be accepted until 2:00 P.M. on Thursday, February 22, 2018 at the City of Mineral Wells, Attn: Peggy Clifton, City Clerk, 115 S.W. 1st Street, Mineral Wells, Texas 76067. Application envelopes shall be sealed and designate on the front lower, left hand corner the following:

“Primary Depository Bank Services Application, RFA #2018-01”

Note: Applications received after 2:00 P.M., Thursday, February 22, 2018 will not be considered.

The sealed application submission shall include the following:
  1. One original (so marked) and four (4) complete bound copies of the application.
  2. One complete copy of the application response as a PDF file on a flash drive; and,
  3. The completed MS-Excel Fee Schedule on a flash drive.
  4. The bid bond check.

 The application shall be accompanied by a bid bond, in the form of a cashier’s check, in the amount of $5,000.00 made payable to the City of Mineral Wells, Texas, which shall be returned to each applicant upon final acceptance and execution of a contract with the successful applicant. Any applications received after the time and date stated above, regardless of delivery, will not be considered and will be returned to the applicant unopened.

The City posts bids, contract opportunities and solicitation updates on its website that can be accessed at All prospective applicants are strongly encouraged to attend a non-mandatory pre-application conference at the Mineral Wells City Hall Council Chambers at the City Hall Annex, 115 S.W. 1st Street, Mineral Wells, Texas 76067 at 11:00 A.M. on Tuesday, January 30, 2018. Requests for a copy of the RFA documents and questions concerning this RFA should be directed in writing to John Moran, Director of Finance via email at .

The City reserves the right to reject any and all applications and to waive all formalities except time of filing.
